These measures were approved by the Secretary of

State for Foreign Affairs, and on September 7th, 1918, a

telegram was sent to Sir John Jordan approving his proposal

to authorise His Majesty's Consul-General to carry them into

effect. The firm attitude taken in 1918 proved effective,

and eventually the Military Goverment at Canton issued an

official denial of their intention to take over the

administration of the Chinese Maritime Customs.

the incident, the main result of which was merely to bring

the Southern Government into increased discredit.

This closed

Lord Curzon has approved identic action in the

present instance, in the telegram of which a paraphrase is

also enclosed herewith.

5, Copies of this letter, with enclosures are being

sent to the India Office, Admiralty, Director of Military

Intelligence, Board of Trade, Department of Overseas Trade, and

General Post Office.
